Consider the following passage in Matthew 2:6:
But you, Bethlehem, in the land of Judah,
Are not the least among the rulers of Judah;
For out of you shall come a Ruler
Who will shepherd My people Israel.’ [1]
This is a quotation from Micah 5:2. When the wise men from the east arrived in Jerusalem they asked where the king of the Jews would be born. Herod gathered the chief priests and scribes to ask, and they pointed to the quoted verse as the answer. They interpreted this verse literally, that the Christ would come from Bethlehem Judaea.
The tense of this verse is future. Written many years after King David was born in Bethlehem, this verse must point ahead to another ruler who would yet rule over Israel. As yet, this verse has only been partially fulfilled, as Christ was born there, but has not yet taken the throne of David.
